MEDICAID IN NEW YORK STATE

         Medicaid is a joint federal-state program established by federal Law in 1965. (42 U.S.C. § 1396 et seq.; 42 CFR § 430 et seq.). It was adopted by New York State by statute in 1966 (N .Y. Social Services Law § 363 et. seq.; 18 N.Y.C.R.R. § 360.1 et. seq.).
       New York State opted for a joint state-county Medicaid program, which is supervised by the state but administered by each of the counties, plus New York City, making a total of58 social service districts in the state of New York. New York law also provides for financial participation by each of the 58 districts in the state.
